Backstory:

The Drive is tied in to a general belief that the Empire is under-developing its far-flung regions, focusing too much political and economic energy on the Central dominance to the detriment of the rest of the world. The highest ranking nobility see their estates as a means to an end, and funnel the wealth of the outer dominances into the Central dominance for no purpose beyond comparing the size of their... manors.

Lurk rather emphatically proselytizes against this approach.

Long-form backstory: Lurk was finally on to something. He had plans, contacts, the ears of all the right people. Finally he was going to change things in the outer dominances. And then his parents were killed by "bandits" and the duty of his House called him back.
